Waterproof vs Water Resistant: What the Labels Actually Mean
Waterproof means the fabric holds water out under pressure and the seams are sealed. Water resistant means a surface finish sheds light rain for a while. Only one of them is a measurable property.
There is no legal definition of either term in clothing, which is why the words do so much work in marketing and so little in practice. The useful test is not the adjective on the label but two physical facts: does the fabric have a waterproof membrane or coating with a published hydrostatic head, and are the seams taped. If either answer is no, treat the garment as water resistant whatever it says.
The three tiers, and the words attached to them

The marketing words that mean nothing at all: showerproof, weatherproof, rainproof, storm resistant, water repellent finish. None is a standard, and none implies taped seams. "Waterproof" is at least usually accompanied by a number.
The number, and what it has to be attached to
Waterproofing is measured as hydrostatic head, in millimetres, under a standard such as ISO 811. A rating around 10,000 mm handles sustained city rain; 20,000 mm covers the extra pressure from pack straps and sitting on wet ground. Above that the number stops changing outcomes.
Two things make published numbers less comparable than they look. Different standards use different rates of pressure increase, so an ISO 811 figure and an AATCC 127 figure are not equivalent. And some reports are censored, meaning the test stopped at a threshold and the true value is unknown. We explain both, with sources, in waterproof and breathability ratings explained.
A garment sold as waterproof with no number anywhere is asking you to take the word on trust.
Why seams decide it
Every stitch is a hole through the waterproof layer. A jacket made from 20,000 mm fabric with raw seams leaks along the shoulders within the first serious rain, because water enters through the needle holes rather than the fabric.
This is the check that settles the category. Turn the garment inside out. Taped seams show as a smooth bonded strip along the stitch line. Raw stitching means water resistant, whatever the swing tag claims. It takes fifteen seconds and it is more reliable than any adjective. More detail in taped seams.
Zips are the second gap. A standard zip is not waterproof; storm flaps, welded zips and internal baffles are three different answers to that, all of which add bulk or cost.
Water resistant is not useless
It is the right choice more often than the waterproof marketing suggests. A water resistant layer breathes far better, weighs much less, packs smaller and feels more like clothing.
It suits high-output activity where you produce vapour faster than any membrane can pass it, hot climates where a membrane barely breathes anyway, and dry destinations where you want something for wind and the occasional shower. That trade-off is the whole of rain jacket vs windbreaker.
What it is not is a substitute for a waterproof shell when you will be out in real rain for hours and cannot get inside.
Ignore the adjective. Look for a hydrostatic head figure with its standard named, then turn the garment inside out and look for seam tape. Those two checks sort every jacket on the market.
Both degrade, in different ways
A water resistant garment relies entirely on its DWR finish, so when that wears off it stops working almost immediately. Reproofing genuinely restores it.
A waterproof garment keeps holding liquid water out long after its DWR fails, but it stops breathing, because a saturated face fabric cannot pass vapour. You feel damp inside and conclude it leaks. It does not; it has wet out. See wet-out and the fix in how to wash a waterproof jacket.
Genuine failure in a waterproof garment looks different: lifting seam tape, or bubbling on the inner face where a laminate has separated. Neither is economically repairable.
Where VEAR fits
We describe the VEAR Jacket as waterproof, and the number behind that is a hydrostatic head of at least 20,000 mm under ISO 811:2018, measured by SGS in June 2023. That result is censored at the test threshold, so the honest statement is "at least 20,000 mm, not quantified above it", and we would rather say that than round it up into a headline.

Frequently asked questions
Is water resistant good enough for rain?
For a short shower or a dash between buildings, yes. For sustained rain it is not, because the fabric wets through and water enters through untaped seams regardless of the finish. If you will be outside for more than about twenty minutes and cannot get indoors, you need a waterproof garment.
What waterproof rating do I actually need?
Around 10,000 mm handles sustained city rain comfortably. Go to 20,000 mm if you carry a loaded pack, kneel, or sit on wet ground, since those apply localised pressure that rain alone never does. Above roughly 20,000 mm the extra rating will not be the reason you stay dry or get wet.
How can I tell if a jacket is genuinely waterproof?
Two checks. Look for a hydrostatic head figure with the test standard named, since a number without a standard is marketing rather than data. Then turn the garment inside out and look for bonded tape along the seams. Raw stitching means water resistant no matter what the label says.
Does "waterproof" mean waterproof forever?
No. The membrane or coating holds up for years, but the DWR finish on the outer face wears off with dirt, oils, abrasion and washing, after which the jacket stops breathing and feels like it leaks. Reproofing restores that. Genuine end of life is lifting seam tape or a delaminating inner face.
Can I make a water resistant jacket waterproof?
Not really. Reproofing restores the DWR so it sheds water better, which helps, but nothing you can apply at home seals untaped seams or adds a membrane. If the garment was built without those, its ceiling is fixed. Spend the money on reproofing what you have rather than trying to change its category.
